7. It will therefore be necessary before proclaiming either of the enclosed Ordinances to circulate full explanations in the Chinese Language, of the object and Nature of their provisions.
8. In the Registration Ordinance No7, Your Lordship will find that at last the principle has been conceded of making the Householder, and in his absence the immediate Landlord Responsible in the first instance.
